ok i'll start from the beginning...
took tank off to put new plug in as well as do a little spring cleaning, nothing majior. I put the tank and seat back on and notice i get absolutly no response from the bike, i check and sure enough, one of the fuses is blown, replace the fuse all lights work go to start her up and.....nothing. I checked to make sure battery leads where correct and in place then jumped it by crossing the posts on the starter solonoid, it cranked over, no problem there. My next guess would be that the decomp controller or decomp solonoid is at fault. Any input or ideas??

Did you possibly check the "Kill Switch"?

it is in the right position but i have not taken apart or checked to see if it has failed

All other interlocks satisfied (i.e. kickstand, neutral, etc.)?

Check the big wire connector under the front of the tank. I knocked it apart on my '02 when I first got the bike and it took me almost a week to find it. Talk about being in a panic :o. Maybe you pulled the connector apart when you pulled the tank.

It wouldn't be the decomp solenoid, but it could be the controller (right over the carb under tank)

If you check all the interlocks, as others have said, you'll most likely need to back track under the tank again and see what happened.

Do you have a green neutral light on the speedo?

Ah, which pinched/mashed wire?  Was it shorted to the frame or cut?

one of the wires that goes to one of the timers, it got piched and cut and shorted out on the upper cylinder support bracket

Congratulations, Ben.  A blown fuse almost always indicates a short to ground, which you successfully located in the vicinity of work that you had recently done to a system that was in perfect working order before your work.  Been there.  Done that.

Greg; The Savage's decompression system has two electronic timers inside the decompression control unit located under the gas tank.

Okay.  I knew that but normally it is (simply?) called a Decompression module.  The 2 timers work together to sync  the exhaust valve opening and delay the starter spin on-time when you press the button.  And generally speaking, it happens so fast that no one notices.  You hear the clunk of the decomp. solenoid and then the starter relay.

Just wanting to get an accurate description that very well may help others (and myself), in the event this happens again.
