Two things for starters.  Engine size and final drives.  The 650 uses a drive belt and the 400 uses chain.  I don't think the 400 was ever marketed in the U.S. either.  I believe Red_Wine's ride is the LS400.  He may know more off-hand.

what was marketed from 80 till the savage was the
gn400 basicly the same platform and engine, i put 98,000 miles on mine before i blew it up.  last year.

it's what led me to the savage.

I have an LS400 too. AFAIK the engine and the drive are the only two differences as Savage_Rob mentioned.

The other difference is in the head, the 650 has hydraulic lifters, whereas the 400 (my ride) has a different camshaft and valve actuators.

Best,

How about the bore and stroke on the 400cc, bet Suzuki kept the same stroke on both engines and ran a smaller piston on the 400. Beside the chain drive on the 400 they are the same as far as I know. :-/
