Ok, this will maybe be kind of long.
Got a '96 Savage a few months back. Throttle response was never quite right. So, without digging too deeply I bought Lancer's jetkit.
Week or so ago went to take out the carb and get to work. In the meantime, decided to change the spark plug (since I have no idea the condition), and clean the air filter.
Low and behold, opened the air box and NO AIR FILTER. So, based on some feedback here, discovered that could be the reason for some of the throttle problems I'd been experiencing.

Also the bike backfires like a Howitzer.

So, leads me to ask for some advice.
Should I add the air filter back in, and the carb, and not even do the Lancer jetkit to see if all the problems are solved?
Or, is it a worthwhile thing since I've read it cures the backfire issue?
Will it give me more HP, pickup, throttle response?
Also, in the kit were 3 "white spacer" replacement washers. I'm in TX, was planning on using the 152.5 jet (the middle one), how many of those washers should I use, if any.

My main goal is to ELIMINATE all backfire and as a bonus, get a little more HP/Speed with the least amount of MPG loss.

Any and all advice much appreciated.

You need to think about the riding conditons..will you be on dirt roads kicking up a lot of Texas dust?  If so, I think an air filter is desireable. Bsed on the type of filter,OEM, K&N drop in, K&N cone..each do slightly different levels of filtering.  The more air that passes through, the leaner the mixture, and subsequently you might need carb adjustments and thus the Kit.  Sooo..I'd suggest deciding your risk tolerance level (re dirt etc) and go from there.

The air filter is a given. Some dufus left it out before I bought it. I'm replacing with the OEM.

OEM air filter with a 152.5 main jet should be about right. What type of muffler are you using, anything with reduced back pressure (read as loud) can affect the way the bike runs. Can't help with the slide adjustment, I've an '02 without the grooves in the needle. Has the brass plug that covers the air/fuel idle mix jet been removed yet? It's on the right side of the carb near the top. By backing that jet out two or three turns you can decrease some of the Ka-blaam at shutdown.

THANKS Ed. OEM Muffler. I'm gonna sound dumb here. What is the 'slide adjustment' ?
Also, the brass plug is out, I have access to the air/fule idle mix jet.

Ed, any suggestions on the white spacer, remove it and replace with the washers in the jetset kit?

You can either sand down the white spacer to about 1/2 it's thickness or use the washers. I would use the washers just so you don't go too far with the sandpaper. You will need to go in the top of the carb to change the white spacer on the slide, haven't done it for about two years so can't give step by step instructions. I'm sure there is a section over in the Tech Section that covers carb tuning. Since you are planning to use the stock air filter and exhaust I would think a 152.5 main might be a little rich, just don't go any bigger than that. It really depends on your riding style and the bike it's self.

Changing the white spacer is the slide adjustment.  With oem filter and exhaust I think 152.5 main will be too big.  Should have a 150 from Lancer.  You will probably want a spacer somewhere between half and whole thickness.  Keep in mind the main jet basically affects only WOT.  The spacer affects the midrange.  See http://suzukisavage.com/cgi-bin/YaBB.pl?num=1104205157/1#1
