yup, they are called vinyl tatoos.

They're a big deal for indoor walls now.

cool, not going to do any good on my dented up car but . . . still a neat idea, they could make smaller ones for bikes I'm sure

Yep. When I got rid of those gawdawful plastic tank badges, I put on some vinyl decals from immortalgraphix.com. They are expensive but a good option when you have no painting skills. You just have to watch out for the gas, it unsticks and curls them in no time.
