It was revealed he has dirty money tied up all around the world. Yes, you are correct he is an evil person. He said in an interview that while working for the Nazi's in WW2 were the best years of his life.

Like going short on a stock. People See some huge Bet that the currency will become worth Less than it is. Makes them nervous, sometimes So nervous that They will move money around and eventually it's a self fulfilling prophecy, in a kinda sorta way.
I'm sure there was some weakness to make the Bet a better bet.
