Not sure what difference that makes.  I'm just showing that had this administration not given a huge tax break to the top & corporations, then maybe this COLA would have went through.

But there seems to be no concern to lower echelon workers.

 Pay grades are on multiple scales, some are direct salary and some hourly.  Most are calculated by averaging similar jobs and pay rates in their respective region thus the "locality" pay.  

 A job that pays $15 an hour in AL will pay $25 in NY due to locality pay.  That is an estimate not a researched and verified number, the $15-$25 is for numeric exemplification only and not to be considered a fact or proof of payment schedules or grades.

 Since most locality pay is averaged among jobs in the area if the GS pay schedule employees are overpaid, then so are all people in that job category within that locality.

 Most pay schedules can be looked up here:

https://www.opm.gov/policy-data-oversight/pay-leave/salaries-wages/

 Just average out all of the numbers in your locality then contact your state labor dept. for their numbers so you can cross-reference the pay amounts.

 I am still interested in what part of the posted articles is spin or otherwise duplicitous.  Are pay cuts not happening?

 Right, I am using a term that does not exist in the article : "pay cut" and it is a lowering of potential income not a cut.

 However it was not my statement, but the article itself that was labeled as "lacking the rest of the story" indicating the article and not my post is incorrect, duplicitous or otherwise incorrect.

 What in the article is missing, duplicitous or incorrect?

Do you mean "there is the street"?  No, I don't think that would have happened.  Mostly because his deficit spending wasn't going up, it was going down.  He would have had money in the coffers for the raises.
