With the availability of rapid testing I can't imagine this is due to a lack of that resource.

I would speculate, and only the word "speculate" with the exemption of all other words, that positive tests mean an affirmative response. So if there is nowhere or no staff to quarantine positive tests, it's just plain easier to not test.

It's dumb an hypocritical but I could see that happening. I do not know it has happened nor suspect it, I can provide no evidence that supports my speculation.

Exactly correct. 12,000 positive cases under one bridge means two weeks of quarantine. That also means two weeks of cameras highlighting the failures of President Puddinhead so ship them off to dozens of “processing centers “ spread around the country where they won’t get tested either. They’ll promise to show up for an asylum hearing but never will and they’ll settle throughout the nation where they’ll be a financial and legal burden on some little unsuspecting town.

I’m in Texas this week (nice being in a free state again) and the people here are not happy.
