You need to get the insulating boot on that switch. Those exposed terminals (the big ones with nuts) are dangerous. Bridge those two terminals with a wrench or drop a metal part down there and you will energize the starter. Touch a tool to the hot terminal and ground and you could start a fire. There's supposed to be a heavy rubber boot to protect those terminals.

Somebody had posted the question and photo on a different forum and received no answers.
I reposted the question here, where I knew it would get a response.
I was also curious, myself.
