Just check the marks on the wheel adjusters and the swing arm. Make them the same. That will be close enough for centering.
Since you don't have a tension gage, try to experiment. Since it squeaks, what do you have to lose? Try to back off the tension on the adjuster (on both sides) about 1/2 mark on the swing arm. Then go for a ride and test.
As for dirt on the belt, I don't have a belt guard anymore. I took it completely off (brackets too). But I did buy some JC Whitney mud flaps and mounted one inside the rear fender. I did have to make some spacers to run the bolts through, but this keeps dirt off my swing arm and belt.
