Clean out the carburator.  Sounds like the float needle is sticking open ( I just learned about this!).

Or are you talking about the tubes that go to the fuel petcock?  If you mean the ones that don't really go anywhere, clean the carb.

... and last nigth I learned you spray it down the fuel line to clean out the float needle seat.
