Not really taking sides here, the real answer is "it depends."
If the bike has low miles and the owner didn't change the oil for long periods of time for lack of miles, rust will form on the inside of the engine. This is MUCH WORSE than relatively high miles. On the other hand, with once or twice a year oil changes, and low miles, the engine should be in primo condition. The only thing is some things wear out with time, not miles, but most of those parts are cheap (i.e. anything rubber, neoprene, nylon, etc.)
