OK, assuming you found TDC correctly... clymer says 11. Pull up on the actuator lever assembly (A, Figure 70) and check the end length of the shaft. The actuator shaft should move out of the body 3-5 mm (0.12-0.20 in.). This amount of free play is necessary for the decompressor to operate correctly.
A is the lever where the cable attaches to on the left side. The actuator shaft is under a little rubber cup on the right side.

What brings you to this point? Bike running poorly?
Three possibilities, one, the shaft on the actuator is rotated, two (shudder) you have adjusted your valves incorrectly, and it's sitting up to high. Three, the valve is pounding it way to heaven, sitting way up to high.
So either the valve is too high or the actuator is too low.
