A close look and it's a Harley Servicar (old Police trike) converted.

Yes, neat idea, plus it's probably street legal becuase of the trike origins.

Servicar basic specs:
750CC flat head engine.  
3 spd plus Reverse.
Clutch & shifter were on right side of tranny.
Differential on rear axhle.
Chain drive
Dual drum brakes on rear wheels.
