The photo shows a "Balilla", a young Italian Boy Scout from the Mussolini years. You can tell because the fez is black and sports a miniature roman fasces as a badge.
He appears to be riding a "mechanical horse" of sorts, odd contraption powered by a motorcycle engine which was expected to trot or gallop as you twisted the throttle.
Then again, why a Boy Scout and not a Cavalry Officer ? Expendable ?
