Rube Goldberg front end aside,... some pretty interesting elements here...

...the turn signals are inappropriate...

the lines from the tank through the seat and to the back are just sexy, but I cannot figure out why

Is there any benefit to that type of front end?

It has hub center steering. the front hub sits on a ball allowing the wheel to steer. It probably has the turning radius of the Queen Mary.
In 1993 Yamaha did this with the GTS1000. I rode one at Daytona. Cool bike, kind of a gentlemanly sport bike.
Like old Beemers with Earles forks, this arrangement eliminates front end dive when braking, because the torque reaction from the brake tries to lift the front end.

Periodically do a Yahoo search for Swiss Condor 350. They pop up for sale a few times each year. It's built around a Ducati 350 motor.
