Stealing a gun is a bit materially different and yes they both can be stolen but, bullets are smaller, they will get locked up far quicker cos the whole philosophy of "if my gun is locked up how can I shoot the bastard" does not arise. You leave a gun with bullets in quick access. You lock up your cache of 30,000 bullets cos it costs 30 million to replace it.

The reason no one locks up bullets is cos of how little they cost to replace.
No one locks up a gun cos they want to have quick access to it in their time of need. Fundamentally different reasons.

How can you possibly not understand how this can not work?  I can make bullets in my garage.  I am sure many other people here can as well.  Sure, maybe not 99%, but who cares?  99% of people can't farm either, but somehow we all still eat.  Just a few people making black market bullets can mean tens of thousands or rounds a month.

Then consider the cases of bullets that will come up missing at armories and police stations all over.  When you can drop $2500 in your jacket pocket, some people will be tempted.

You make bullets in your garage in a few minutes per bullet, cos the chemicals are all easily available ... everything will be restricted. You will have to collect the guano, which I would assume the gun companies will be the first to get there (cos they know you're gonna make bullets and that hurts their business) and scrape off leaving you to fight for scraps ... you wont find none of the components ... you find 100 lb guano, you wont find primer making chemicals ... McDonalds monopoly game my friend ... need all the peices, and we'll not make more than 1 of 1 piece, and you will have garage full of useless junk.
