I am taking the speedo off of my bike and was wondering if its ok to plug where the cable ends with a rubber vacuum plug? Or do I need something with a better seal that threads on?

Mine has been open to the elements since a tank swap in 2005, no water has gotten into the engine case, I've opened it up and checked... and very little oil has seeped out. The cable acts as a wick, w/o it the drive unit is fairly well sealed.
Your results may vary. My bike is a bit of an odd duck.

I am going to just cap it off with a rubber plug. Just was wondering if it may be pressurized and pop it off or something.

Engine has a vent tube to keep that from happening.

Not if your vent is working properly, but I would still put a small zip tie around the cap just to make sure

In my junk box I found an old gas fitting that matched the threads on the cap. That and a plastic cap that fit and I got a cap to use when I wash w/out the tank.
