This is what happens when you intentionally sow division for political gain, Reagan didn't need to do what democrats have done to win elections. Had Obama represented ALL Americans instead of playing groups off each other then you wouldn't have this kind of thing.

Since it was the States that created the Federal government in the first place I personally wouldn't mind the whole thing be wiped away and start anew, the States govern much more efficiently than the current bloated fed anyway.
