I don't believe seating them was anything more than just pushing them on with my fingers. I really don't remember it being anything difficult.

On the bike you need to pressurize the cylinder to hold the valve shut. You can do this by modifying a spark plug or using the hose from a compression tester connected to an air compressor. Just oil the valve seals so they go on easier.
