Underneath view with rear of bike to the right.

I couldn't find these in the manual. The hose on the right hangs down within three or four inches of the ground (why so long?) and the one on the left seems to just cap something off (?) What do they do and what, if any, servicing to them should I do?

I took the picture laying on my back with the back of the bike to the right- the black hose is being bent over the top of the mc jack. So, the black hose acts like a drip leg on a gas water heater then-collects condensation and debris? And the  stubby one next to it?
