So, are we to believe that their health just suddenly improved or   that, since they had a roof and bed, they didn't need to go to the ER to weather the storm?
My wife works in a hospital. The homeless are seeking shelter and a meal,maybe even some drugs..
Are they healthy? No, our society is not that healthy, and being homeless doesn't help, at all, but to call homelessness a medical condition is something that requires more mental gymnastics than I am able to do.

If a homeless person walks into the ER to get some rest, attention, a meal, drugs, whatever,, and they aren't Actually Sick, just wanting off the streets for a while, those dollars are spent on them and it's applied as Health Care..
What are the odds that being homeless would tend to beat ones health down? Pretty much 100%, so, some ER visits by homeless are valid, some are just someone seeking comfort.
Poverty is a problem. Eating good clean food, getting proper nutrition is expensive.
Maybe my doctor will prescribe me a few thousand dollars a month..
