Jog, nobody holds a virtuous argument over greed, or mans ability to not use a "perfectly good" disaster to ones own benefit.

Is that not your motivation in posting this?

Look here, lets focus on this behavior instead.....

Open the video, listen to her heart, listen to the depth of joy from being vulnerable and still caring, sharing it with others, if only for a moment.

We would all do the same if we were selling bottled water in Houston and our supply was in jeopardy. The "invisible hand" of the economy regulates supply with prices. In a situation like this one, freezing prices has the reverse effect. Supply will be over-purchased by a few people which removes it from the market.
The other restriction is to limit the items purchased by one individual. That has it's own set of issues but it's an available option.

Ok, I read the whole thing....
Yes, in theory, it sounds good, I can't fault the reasoning.
I will add, I never thought of it that way either.

This also highlights the need for outside help.
Folks should have ready access to the basic needs like water, etc.
This is where we should step up, for it could be us, next time.

Last night driving home @ midnight, I was listening to a radio station, not much on.
They played a clip of an interview of the governor of Texas, I think it was, the chick reporter asked him if they are learning anything from this as hurricanes are more common now, spawning out of season year round here in North America, because of climate change, etc..

They ( radio show host ) pulled current data from NOAA, and showed these claims the MSNBC chick made were all wrong.
She was setting up a narrative based on lies.

It was very interesting to hear the report, then the facts....

A real life example going on where I am right now.

I'm in Dallas and have a rental car to return. I was driving back to my hotel from a meeting this morning and noticed cars lining up at gas stations. There's news going around that gas is running short in Dallas so people are flocking to the local gas stations to fill up. Prices are rising by the minute. Whether or not there's actually shortages or if it's just rumor (it's on the local news) stations are raising prices to slow sales and protect inventory.

Me? No way in hell I'm waiting in those lines. I'll take my rental car back 3/4 full and they can bill me $8.00 a gallon in they want. However, if they said they had to bill me $25, I might wait in that line. See how prices/costs influence behavior/purchases.
