If we can honestly look backwards, accessing some of the issues and outcomes, I think we should factor in that men were in charge.
Not on its face, a total excuse to failed policies etc, no, however, it is a commonality and a contributing factor.
The energy, by self promoting/advancing folks, that offer the observation that there is no difference between a man, and a woman, neglect reality.....
Both in a civilized setting, and that of nature itself.
My own experience is that a woman has a distinct trait that allows her to be selfless, promoting the welfare of others, before herself, trying to ensure those that love her, needs are met.....
Men just do not readily do this.....
Men see dependency (on them) as a liability/obligation....
Women see it as a opportunity.
At its basic level, I will say its mans pride, that keeps him from such.
A mans love is given predicated on conditions being satisfied.
To step outside that realm, is not his natural instinct.
On the other hand, a woman's love is unconditional, by nature.....
It is up to her to move civilization forward, from womb, to sustainability, of her charges.
Sure, circumstance can play a very pivotal part on how that love/energy is manifest.
But it is a building block to "greater" things, let me call it, civility, than what men have used as motivation, and cause, for his/their actions and reasoning.
I would appreciate it if you could offer some more names as possible candidates, this could be a really good beginning
