Developing solutions to problems is my job.  I contract globally in that aspect alone which is why I have access to some data centers.  I was just talking to some colleagues about the difference between low morale and actual staff loss.  In certain cases staff loss is better than low morale, in others its not, so this discussion is mildly pertinent to my work (especially CBP and ICE) fun or not.

 Your articles provide information about low morale but I will have to seek out more solid numbers of actual job transfer to compare in order to form an educated opinion on the topic.
