No, Libya is just another example of where you don't want to use critical thinking.
Unless you are ready to make a rational case for destroying a nation and making refugees of the people and call it a
Humanitarian Mission.

I'll go out on a limb, and, in using the context of the article, I'm gonna say they used an outside source and printed the article without
Verifying it.
If it's insufficient, by all means, drag up another source. It looked enough like things I found that I brought in here back when we were destroying Libya to satisfy me.

And Libya is the Only long term, SUCCESSFUL, Prosperous socialist society I know of.
We saved them from Nothing.

If you were a small population sitting on a vast subterranean ocean of dead dino juice, you could use any political system ever invented and it would work for a while.

Lybia was a socialist nation only if you exclude the military overlords who sucked up a disproportionate percent of the wealth, necessary to keep socialism safe from sand fleas.

The description that I found and posted is that of a socialist society.
It was working well according to what I can find.
The fact that they had natural resources to give everyone a decent life is what allowed it to work. The democratic socialist idea of confiscatory taxes and class warfare to redistribute wealth won't work . While the oil lasts and while the
Horrible Tyrant uses the oil money to benefit the people, that society works.
Gadhaffi didn't tax the people to build that fabulous irrigation system. It was paid for with oil sales revenues and USED to benefit the people. We blew it up, while we were saving them. Our smart bombs destroyed it.
