yes, Obama could have done more, but how would you really have reacted if Obama came out and said, we are doing this, and that because Russia is messing in our elections and seems to be favoring Trump.  

I guarantee you would have overreacted and screamed about it, you along with every other extreme right wing radio host and Fox News would have exploded, saying Obama's calling Trump a Russian stooge (which he is) and would have attacked Obama for overusing his power as president to influence the election, oh wait, isn't there a law about not using your official position in office to affect elections? so how would that have been interpreted by the Hatch Act?  

so Obama was in a catch 22, and he hoped, like a bunch of the rest of the Nation, that Clinton had it all but wrapped up, yes we all know that the polls were wrong and Trump won, I'm not rehashing that disaster, just stating that Obama was confident that America would have made the choice he agreed with, just like how Carl Rove was so sure Romney was going to win in 2012 (that was funny when it was clear Romney was going to lose on Fox News) .
