Well naturally, someone will need to do a risk/benefits assessment and then re-evaluate the carrying personnel for individual performance.  Safety stats to weed out the poor performers and risky hardware.  Do they carry all the time or are there vaults in each classroom and carry only at moments of high risk.

All these questions must be answered by and adjusted for by each local.

Even the Police chief of mayberry knew trained personnel does not mean safe.

   Blame a Association,
    Make Bigger Signs,
     Pass a, ‘Point the finger’, law.
