Why are they mixing grade levels (which they imply will be by race)?

Anyone laboring under the delusion that New York City is a progressive bastion need look no further than the city’s school system, which remains among the most segregated in the country.

In an effort to fight that trend, which has only gotten worse thanks to gentrification, rising income and wealth inequality throughout the city’s five boroughs, schools on the Upper West Side—one of the wealthiest and whitest sections of Manhattan—are looking to adopt a plan that would require all local middle schools to reserve a quarter of their seats for students who score below grade level on state English and math tests.

The plan is designed to make Upper West Side schools more reflective of New York City’s diverse demographics, and make sure underprivileged students have access to the sorts of advantages and resources that the

I didn't see where

What I Don’t understand is the statement, by a, ‘Fairy Dust Sprinkler”:
“…“There are kids that are tremendously disadvantaged,” …”

OK, Why ? Are, “those Kids”,   Disadvantaged ?

Is it because they do Not have a School to go to ?
Is it because the simply do Not go to School ?
Is it where they go to school now ?
Is it the Teachers at that School ?
Is it the Parents they have ?
Is it where they live now ?
Is it the, ‘pressure’, from other students, to Not ‘Learn’?
Is it where/how, they have to go to school,
    through ‘gangs’  etc ?
Exactly, WHY, are,
“…“There are kids that are tremendously disadvantaged,” …”

  By going to another School,
How, will they learn different ?
What will make them, learn better ?
What will change, and why ?

Gee, thinking those questions should have been answered,
if one wanted to make a point.
        Instead of:  (the like)
'SDSTFU, I will do what ever I want to do'

OH, the, ‘Reporter’, said:
“…said one big-mad woman…”
Hmmmmm,  Would that be a Discriminatory remark,
about a woman, who is mad,
(angry is better, ‘Mad’ implies, mentally unstable),
and a person who is of a, large Physical stature?
(Gosh where are the, Ultra-Liberal, word, ‘Police’, now ???)

Don’t know about the Funding in NY.
Yet the statement, by the Author, regarding MINN, is  TOTALLY FALSE, and a LIE.
“…which inevitably leaves behind, and excludes, poor children of color who get stuck in unstable, underfunded schools.…”
As I Teach A Volunteer F.S.T.C., and for the last 15 years, with a Professional Teacher, who teaches, in one of the ‘Poorest’ Districts in Mpls,.
Who is ALWAYS, complaining about what he is, NOT, allowed to do their.
(he teaches 5 Grade),I Always tell him he could get a Job in a  Heartbeat, in a  Local, (Public) school.
He says he can NOT, take a  1/2 a wage  Pay Cut, in exchange for, driving 1 hour each way.

Which is More TRUE, today, than yesterday.('06, S-40, Stock) well, mostly .
