 Chemicals get used.  So if you are in that area, not here safe at home, do you leave your NBC gear because Assad won't use them?  Or do you take your NBC gear because Assad could use them?

 One method you live, the other you die, or get maimed.

 What I do know is that if he has the possibility you don't pretend he doesn't if you want to increase your chances of survival.  You don't terminate NBC protocol unless the opposition can not, as in incapable of, utilizing chemical agent.

 Assad has chemical weapons, he has an Army, he can use chemical weapons.  Its easy for you to say it won't happen because you wont die if he does.  

 Its possible that Assad can use chemical agent and blame it on Rebels because he has chemical weapons.
