Theres a lot of resources already going into mitigating the current setup.

 I recently went to a briefing where high-lift cargo trucks are being customized to transfer goods quickly over an "elevated structure".  

 Another one is a cable saw rig that can be put on a pickup, it can rapidly saw through metal posts.  In the video a truck backed up, two men connected cables one around a log about 24" wide, another around an iron railroad rail.  The log lasted seconds, it was done in under a minute, the rail was sawed through red hot and smoking in under 4 minutes.  Now the cable saw was most likely useless after that cut but the rail is considerably more dense than the average metal structural post or I-beam.

An excellent piece on how the coal miners... more mines closed in the first two years of Trump than the last four years of Obama.
