Bike is having weird electrical problems.

Hello, so recently I decided to try and start my bike, which was running fine the day before, but when I hit the start button I hear a click noise and all my power goes out. After a while, my lights eventually came back on, and when I tried to start the bike again I got the same disappointing click. After investigating further, and cleaning the battery connections, I noticed that even when all the lights were off after I tried to start it, The parking light would still light up when I turned the key to park. I'm not sure if this could be a grounding problem, loose connection, or something wrong with the starter relay. Any help would be greatly appreciated.

Sounds like just a typical dead battery.
Recharge it, or perhaps replace it.

I've had the battery die on me before, but it made a completely different noise and it didn't shut off the lights end electronics for an undetermined amount of time. I guess I'll just leave it on the charger for a while and hope it is just a flat battery.

Everyone needs a multimeter. Volts and Ohms are things you need to be able to test. You don't have to spend a buncha money.

I got a multimeter and finally got around to testing the battery. When the bike was off the voltage read 12.4, and when I had the key switched to on the voltage was 11. The I tried starting the bike and the voltage dropped all the down to 1-3 volts. Does this mean the battery is shot or is something else causing this?

Could be, charge it overnight with more than a trickle charger, then try again. Those don't have enough power to fully charge a battery.
check the water too.
