By my definition it is not. Whatever her assessment is, I can't say as I do not follow or maintain data on border control events at this time. I imagine there is always some way to argue it either way, especially for a politician.

The obviousness of the porosity of the border makes any pretense to the contrary laughable, even for politicians. If anyone believes what she said is either completely out of touch with Reality or they Need to believe it so they don't have to acknowledge the intentional failure of this administration.
