 I had a similar issue with a truck and a Savage that is only on private land.

 All I had to do was clarify that the vehicle runs, I drive it, but never on public roads.  I just had to say it another way.

 They said they had never heard of that before, and that the electronic entry system only had "drop downs" and no manual entry options.  So they actually had no way to enter an operational vehicle that isn't on public roads into their system.

 There also was some "in view of public road" nonsense where supposedly uninsured operational vehicles aren't supposed to be left in driveways, but the wording in the law made it a fiasco for the people doing the paperwork.

 Every time I start to think what a sh!tshow all this is I just look at places I've been with no accountability in place and the absolutely disastrous driving conditions that exist there.

 Sounds like someone that doesn't know what the word discredit means.  I never disputed any general "facts" in that conversation.  I actually agreed with you but since I wasn't lock-step in agreement with every word and how it is used in one sentence, it will, as usual, be interpreted as being in disagreement.

 Not all "grants" are US tax dollars.  But most are.  It's that simple.
