 No it isn't.  This was the Art for Life Gala on March 11, 2005.  Getty Images owns the license to that particular photo and others from the same event taken by Gustavo Caballero and Johnny Nunez.  It's been used in the past to prove Trump isn't racist.

 There's more photos for the same "Trump isn't racist" argument with him in what appears to be the same tie posing with Melania (Knauss at the time), Sean "P.Diddy" Combs, Rev. Al Sharpton, Naomi Campbell, and Russell Simmons at the Vote or Die art exhibition on September 29, 2004.

 Now before anyone over-reacts to what is an objectionable and provable truth trying to claim this post means Trump is equal to Sean Combs and that by disagreeing with MnSpring's opinion, that means I must agree with Serowbot - this post only means the photo posted by Serowbot is not photoshopped.  That's it.  That is all this post means.  This post only means the photo is real, researchable, and verified to exist since March 2005.

I made a mistake. That photo of those 3 people was a photo that was taken by the photographer you mentioned.

And the word, ' Photoshop' was to strong as many people believe that means a complete, adding, changing, people in a photo. (Which it can be)

Better words would be manipulate/edited/airbrushed.

So yes,
I was wrong about those three people in that one photo.

Not wrong about 'Photoshop'.

 So according to Nora Newworth director of digital imagery for Getty images in 2005 the image isn't altered:

This image has gotten quite a bit of attention lately, along with other's from the same event. Looking at the one attached I can see there are too many native artifacts for this to have been altered. The overexposure of the person in the background is a giveaway. The lighting would have been reduced to lower his blending with the foreground figure. There are other artifacts as well but this is the most identifiable. This image is unaltered and usable as-is for what Getty licensed at the time.

 As a follow up I inquired as to whether Photoshop was the program used.  She say's no, also as reference "Adobe" is who develops the program "Photoshop":

Adobe was releasing subscription models that Getty was very resistant to adopting at that time. All of the digital stamps from 2005 show GIMP 2.0.2 as the software used and to my recollection this seems accurate. Hope this helps.

 Of course MnSpring is correct if we use the vernacular Photoshop to mean all known digitally altered images as a whole. This photo not so much unless you consider any altering of any kind, meaning of course the action of transferring a digital photo from a physical card/camera/memory module to software on a different piece of hardware.  In that case all digital images ever created and moved from the initial storage device is "Photoshopped" since the image must be altered in order to make the conversion to another device.

 I don't however think anyone uses "Photoshopped" as a term for any digital altering of an image, but instead they mean any visual changes made that are different from the initial capture.  The referenced image was not Photoshopped.
