Mysterious Washer, oil filter

Ok, so to start I will say I am a bit of a COB and with that one of the quirks I have is not changing oil filters. Not to say I don't change the oil, it's just that if there were a limited few miles during season I don't replace filter when I change the oil.

With that, I have 3 bikes I ride, my Honda Fury, big long stretch. My LS650, and my S40. So the cycle kinda of goes like this, ride the Fury, ride the LS, ride the Fury, ride the S40. Any real rides of length usually are on the Fury or rarely the LS. The S40 is mostly shop to home and back. Bottom line is LS get's about 1.5k of milage, S40 less. With so little miles I figure an oil change annually and a filter change every other year is sufficient.

Ok so here's the thing, went to change oil on The LS last week and I went to my parts cabinet and pulled out the last OEM oil filter I had in stock there was a crush washer taped to the package. Since I had not changed a filter on either bike for a couple years I could not remember why that washer was taped to the package, but I guess there was a reason. Nothing in the service manual references it. I believe it is a size that would fit where the o-ring on the tube is. It being a crush washer ( I might not be using the correct terminology), there is not sufficient force from the spring that pushes filter in place to have it be effective.

Wondering what I forgot, or how I spaced with tapping it to the filter package. Attached picture. Any input would be appreciated.
