Trac phone trouble

Alcatel phone. My friend can't receive calls from a few people on his contact list. It's a fast busy signal. He can call me. I tried entering the number, instead of using speed dial. I had him block/unblock me. I had him remove me from his contacts list and restart the phone. His daughter can't call him and one other person, that he knows of,can't call him. He's got a few who can.
Even when he turns it off, it's a quick busy signal.
Anyone have a troubleshooting idea?

It's an older phone now but I've had it for years.

He should contact customer service. It sounds like a network issue to me since some calls get in and some do not. The variables are the other phones, his phone should handle everyone in a contact list etc. the same.

For instance maybe phones on Network A are getting through but phones on Network B do not.

This may be completely incorrect, just a guess, but it sounds like you tested the consistencies on your friend's phone.

The wife and I had a pair of them at one time years ago for a really short period of time !

My phones are Old,so, i ordered a couple yesTurdDay,, as one does. Aaand today they are working FIIINE,,As one would expect Dammitall Of Course I Could return the new phones And everyone Knows if I do My phones will take a dump in a week.. Life,, 😏
