Second: Rusted metal at the density that the border wall is would be just as hot.  Rust generally lowers Solar Reflectance (SRI) and corrosion typically reduces a material's ability to reflect solar radiation thus causing it to absorb more heat.  

 Black paint has a relatively low impact on the SRI and thermal emissivity of rusty metal, especially when considering we are talking about human skin.  I could be wrong but the cost to performance ratio seems poor.

 Let's ignore things like long-sleeves or gloves for this assessment.
