For central vein access, anywhere on the torso, it has to be started by an MD. Peripheral access, anywhere on the limbs, requires an RN for the start--- or an EMT in the field, with some restrictions, like they can usually only start an IV on the hand or in the antecubital (bend of the arm). However, the most common "stick" is a simple blood draw, and lab techs can only use the same sites as EMTs.
