 Agreed.  Immigration has laws, and as such any agency that can enforce those laws are Law Enforcement.

 Claiming a human can drive away from any law enforcement agency that is not tasked specifically with traffic enforcement is rediculous.  Border Enforcement is enforcing border laws, but NOT traffic enforcement, so nobody has to stop at the borders if they have a vehicle.  After all the are NOT traffic enforcement.

 This is the type of logic that gets people killed.
