Apparently, the Trump plan, as presented to the Congress and Senate, specifically states that they are blowing up these open boats with outboard motors in order to keep them from reaching the US!
Is there any reference for this? It should be obvious the goal is to kill the humans operating the boat. Having seen many of these presentations, from my experience, they contain information that is inclusive of the operating methods, payloads/cargo, as parameters for inclusion as a strike target.

I would not be surprised if some legislators did think boats can make it to the US. This is technically true but highly unlikely. I imagine these are the same people that think the entire city of Chimney Rock was taken over by the government for lithium mining.
The fuel volume of the boats is a poor argument. The strikes are not to destroy just the boat, it is to kill the humans operating them, as well as sink the cargo.
