The only thing I can find that IS verified is that Noem SAYS the Somalis have ripped off the government for $60 billion. Logically, that is obvious bullshit. In the '70s, in Tennessee, the feds wasted millions investigating alleged fraud cases because they couldn't accept that people could survive on the income they claimed. They never found any fraud, only innovative poor people.  Why don't homeless people just die? Because they have managed to survive on no income at all.
