Recently I replaced my mirrors on my bike, and noticed the threads on the stems where they screw into the lever assembly on the handlebars were dry as a bone. Should I have put some sort of greese/lubricant on the threads? Same question goes for the bolts that hold the break/clutch levers and grips on the handlebars, as I will be swaping my handlebars this weekend, and would like to know if the bolts need something on them.

Yes. just a small drop of motor oil can save you a big hassle in the future.
