3. Replace plug (can't hurt)
4. Clean carb again, take off fuel line and clean out, take off petcock, clean fish net.
6. Once the battery starts to run down even a little, forget it. It won't start on a weak battery at all. You might hook up a volt meter and watch it. If it drops immediately (don't know the minimum sorry) you may have a bad cell and need a new battery.
11. From before I take it.
14. I think I would have done as you have step by step.

miles?
Was it running good when stored?
I put a new battery in last week and it did start but only with full choke and it died if I gave it any gas or pushed in the chock at all.
I may replace the plug if all else fails. It's only been run for a couple hours since I put in the new plug last year.
I did take the petcock apart and cleaned everything. Seems from previous posts though I will have to replace the diaphragm at a minimum if not the whole assembly.
Miles = 6,???
It was running great when I put it away. Actually I really didn't put it away I just didn't ride it and then it got cold at sat. When I did go to ride it on a nice day the battery was dead so I figured I would just wait until spring to get it going and here I am now.
I'm thinking the needle valve is the problem. After looking over the service manual again for about the 6th time I did not realize that after removing the screw from the bottom of the Carb the inner piece could be pushed up into the carb to remove it and clean it. I'm guessing that is why when I cleaned it the second time that part was plugged again.
