First of all, even if you did have the belt adjustment tool, we all would tell you to just toss that piece of junk. The way we adjust the belt is very simple and a heck of a lot more accurate. We call it the ninety degree method.
You grab the belt midway between the rear pulley and the drive pulley and twist it ninety degrees, if you can twist it more than that easily, you need to tighten it, if you can't twist it easily you need to loosen it. You should be able to twist it up to ninety degrees with very little strength up to the ninety degree point then it should take some actuall strength to go further.
